Well, we obviously aren't spending enough on police. And we're obviously spending too much on education.
You can always tell you're spending too much on education when you get degrees, in stupid subjects.
You may THINK we spend too much on military, but when China decides to make the move they are winding up for, you'll suddenly get a new perspective on things.
As for healthcare, the real problem is the overly inflated costs. We HAVE plenty of facilities and medical professionals, already. The real problem is that everyone IN the medical field is padding every bill at every step along the way. [pharma, ambulances, insurance, supplies... everything]
2 months ago I needed to go to the hospital, 6 miles away, no meds. The ONLY thing they did was EKG. $1500+
Got to emergency, they gave me some blood thinner, then ignored me for 4 hours... $10k. THAT is the problem.
