Funny enough the state might come down to ballot access. The combined 3rd party vote in 2012 was only 3% but a lot of that was favorite son Romney running. Clinton can absolutely pull 35% there, she would just need the other 65% to split between Trump/Johnson/McMullen and the rest. Johnson campaigned in UT recently and committed a major gaffe, and the fallout was so bad he actually had to write an op-ed in the Deseret to try to clean up his initial remarks about religious liberty.

Clinton is aiming for much bigger prizes though. Bill will be in UT in a few days but the campaign is sending more organizers to AZ and GA, and Trump recently requested ad rates in AZ/GA/IN/MO as part of his first request to try to figure out where his first ad buy will be. So I'd imagine Clinton is going to focus on all of those before they send organizers to Salt Lake City to begin working the ground there.
