I don't take phones into work. I resist any attempt for employers to insist I should have a phone at work, unless they're willing to provide the phone. I'm being paid to do my job. Posting on JSP, playing on phones, or hanging around is not what I contracted for.
The fact that you've willingly engaged in a mutual contract, where you provide a service and in return are provided a rate of pay, but instead you fuck around and still expect the same rate of pay says a lot of negative about you personally. It says nothing about the need to dictate what others do.
And let's be real here: Comparing an employment contract with government mandates is the most stupid, boneheaded garbage nonsense ever. The government doesn't "allow us" to do anything. We PAY the government to work for US. WE THE PEOPLE are the funders of our governments, not the other way around. When they step outside their mandated duties and authorities, they need to be fired and/or held in criminal contempt.
