It all comes down to how detached from reality the voters are.
Oooooor American voters dont actually buy into the argument that Biden would be the one setting the agenda. If they paid attention over the past 8 or so years, they will have noticed that the Democratic party at-large has been stampeding to the left. Just 6 years ago, Joe Biden was still considered a firm mainstream-liberal. Now, he's correctly classified as "the most moderate candidate in the field". Which says more about where the rest of the party stands in 2019/20 than it says about Biden.
Simply put, just because Biden suddenly finds himself in the right-most quarter of his party does not mean that he actually is an uber-moderate. And if we look at his actual platform, it did incorporate a lot of the items from the progressive wishlist. No matter how much you or Biden's adjutants in the media try to portray him as a super moderate, almost centric candidate, it is still a fact that he is running on the most liberal platform of any candidate since McGovern.
With these observations in mind, and considering how a lot of the forces on the left of the party have condoned BLM and these riots (or even explicitly aligned themselves with them), it is perfectly reasonable to cast doubt on what to expect out of a Biden administration on this issue.
