Iirc, the financial situation in the fracking industry was getting increasingly unsustainable before the pandemic. Also, this debate shouldn't be focused exclusively on the U.S. anyway. Europe is definitely dependent on oil and gas imports and it's not even close.
At the end of the day, oil and gas are global goods and until the government is willing to go full isolationist (with a proper export stop), the development of the world market prices will affect U.S. consumers.
