The idea was to evacuate the local allies and helpers who worked for NATO troops, plus some liberal (by Afghan standards, lol) politicians, journalists and teachers. And of course their core families (spouse, children).
Dunno about the exact numbers for the US, but Germany evacuated some 5k people during the entire 2 weeks while our Foreign Minister said that around 40k would have been entitled to a visa. The US had a much larger military operation in Afghanistan, hence much more allies and helpers who might now be at risk. So if you grant visas using the same standards as us Germans, we're easily talking about a total number in the hundreds of thousands.
Also keep in mind that pretty much only those already living in Kabul had a chance to make it to the airport and catch one of the last planes. The local helpers from other regions in Afghanistan were totally out of luck.
