Signed on September 13, 1993, in Washington, by the Palestinian Yasser Arafat and the Israeli Yitzhak Rabin, the Oslo Accords (where they had been negotiated secretly) laid down two principles: mutual recognition between the Hebrew State and the PLO (the Palestine Liberation Organization, of which Hamas is not a member), as well as a future settlement of the conflict on the basis of UN Security Council resolutions 242 and 338. Or the famous “two-state solution”: the Israeli withdrawal from the territories occupied in 1967 (Gaza Strip, West Bank and East Jerusalem) to establish a Palestinian state there, in exchange for the definitive recognition of Israel and its right to Security.

Thirty years later, there are 685,000 settlers (2021 figures) and two thirds of them are settled in the West Bank, in 145 Jewish settlements.
They now cover the entire territory populated by 3.3 million Palestinians, they prevent any territorial continuity between Palestinian cities, torpedoing the very idea of a state.
Their constant expansion has taken place in violation of UN resolutions (the latest one dates from February 2023), and in violation of international law which qualifies the settlement of a population in an occupied territory as a “war crime”.
