The difference is in intentions. Ukraine sends hundreds of artillery shells into Donbass daily while at the same time having forces ready to move in to take advantage of the shelling intended to soften up defenders.

Russia has sent precisely zero artillery shells into Ukraine but mainly just flexed her military might with the intention to scare off Ukraine from attacking DPR. You could call it a psychological tactic.

This didn't work and Ukraine moved to launch an offensive anyway. Now Russia, finally fed up with the situation finally decided to move actual troops into DPR on a peacekeeping mission.

The ball's in Ukraine's court now. Go through with the attack anyway and die, or give up on any plans to re-take Donbass by force.

If they go with the second, then the crisis will de-escalate. Ukraine will continue to complain about "territorial integrity" and ask for financing and weapons but will nevertheless be forced to accept the reality that they have lost Donbass permanently.
