Personally i think that the orbital decay (lowest altitude above the Earth at which an object in a circular orbit can complete at least one full revolution without propulsion) altitude of [at least] 150 km is what should define "air sovereign territory"

It's the first interesting physical limite we have, it's real, fixed. Yeah China is just messing things up. If they want to make fuckoff meteo observations at planet level they can try to organize a common global, and shared, project...
