My commute takes me past 4 drop boxes in my city just going to and from work. Without corroborating evidence like video and pictures of the same person at multiple drops, the cell phone data 2000 mules relies on is pointless. You're pulling millions of GPS logs, it's inevitable in a major city someone will pass multiple drop boxes for non-nefarious reasons.
