That's what China is doing. They've hidden their country's entire internet behind a gigantic firewall dubbed "the Great Firewall of China". This gives them the necessary degree of control to maintain their censorship and control of public opinion. It is possible to circumvent the firewall with VPNs and such, but it's not completely straightforward and puts the user in a legal gray zone.

The USA is not behind a firewall, just that it is necessary to blow numbers out of proportion.
I havent visited Xinjiang for a long time, so I can not give you an honest opinion on that situation.
