Assuming the UFO's are not simply an illusion of optics, I think it's most likely extraterrestrial. Technology this advanced could not be human, as it's such a massive leap from what we have now.

Within 10 light years of us there really aren't too many stars and it would take hundreds of years to get here just moving a fraction of the speed of light. The amount of energy it takes to reach relativistic speeds is exponential.

They were more likely to encounter dinosaurs than us given how short our time is on this planet. How many species, out of billions, are even intelligent? That's on the order of dozens.
The math simply doesn't work out IMO. I'm extremely confident that we will die out as a species before we encounter intelligent, extraterrestrial life.
