No, police humans are responsible for their own actions unless they are pre-programmed robots (sounds better than low IQ police IMO). They get a huge benefit by not being accountable most of the time for those actions. For example, when a police officer wrongfully slays a young black youth, often the officers face no charges, maybe lose their job at that single department. The institution that is 'accountable' pays civil suits, throws money into the trash can with 'training', and often gets audited by big brother with scathing memos. No one faces real justice, but money is wasted (from the victimized community). Justice is skirted, obscured, lost when the institution pays.
