This is not
exactly what their goal is - because BLM and associated movements are heterogeneous and dont represent a unified policy platform. They dont actually agree on their exact goals. A lot of them really want to cripple or outright abolish the current police. For example, take this op-ed in the New York Times from a prominent leader of the movement titled "Yes, we literally mean abolish the police":

Only when the GOP passes such a reform will the police force have enough trust that it really contains sensible changes and no poison pills.
