Both Venezuela and Cuba are where they are because of socialized economic systems which have failed all across the globe. Central planning has never worked at a nation-state level.
Have you talked to anyone from Cuba or Venezuela? You realize most people from there despise their governments and the socialistic ideas that destroyed those economies?
I'm from eastern Europe, from a country that was communist for decades. 30 years later after the USSR imploded my country is still a shit hole, it still hasn't recovered from the ingrained ideologies of communism. You sound like a complete idiot that has never actually been to any of the places you're talking about. It has nothing to do with colonialism or race. Almost no one that has lived under communism is ever a supporter of it in the western world, it's usually sheltered whitey's from the suburbs who grew up with 1000 dollar iphones and 120 dollar skinny jeans that have fantasies of how wonderful those systems are.
