The power of the purse is one of the most important rights of Congress, and a president should neither take it away with an EO, nor should he even be able to do that in the first place.
Basically Trump has a right to fire appointed inspector generals, and the bill specifies that only inspector generals sitting at the time of its passage are qualified to oversee it's spending.
Trump is currently in the process of firing basically everybody who could sit for the role. He's fired two in the past few days and just fired the person who was actually appointed to oversee the stimulus spending. Anybody who thinks this is unprecedented corruption, you haven't been paying attention to Trump's presidency. This is perfectly standard corruption for his administration.
