while its true that you can enlist at 18 but cant drink until 21, which is contradictory, i think thats on purpose. they WANT the young impulsive trigger happy 18 year olds to be soldiers. but for drinking, its better to wait until youre a bit older and have more self control etc.

the better question is why can you vote at 18 but not drink until 21.
