You're talking about internal issues within cultures and countries themselves. Of course that isn't easy to manage.
You can't just kill people to solve that. However, even in those contexts, even casualties does play a role if you want to establish a new power in those countries. Which, may sound grim, but that's reality.
What's your alternative to this?
At least they weaken the state of radical terroristic groups versus allowing them to freely conquer and grow without opposition.
