Debilitating means disabling. Doesn't have to be permanently. A bad case of food poisoning is debilitating. Though Polio is most definitely very debilitating.
Lethal means fatal yes. Potentially lethal means it could kill.

If you want to argue 'which' vaccinations should be mandatory then you're arguing with the wrong person. I trust my NHS to recommend appropriate vaccines. I think that the vaccines that the NHS (or the ministry of health or whatever you have in the US) recommends should be mandatory in the name of both public and private health. I think that not giving your kids potentially life saving vaccines is neglectful and criminal.
Now you can debate which vaccines should be mandatory if you want but that is a different argument.

Home-Schooling should be illegal except in very particular cases involving violent, disruptive or heavily disabled kids. It's another form of child abuse to deny a child the chance of a good education with no good reason.
