It isn't that black and white; you are asking a moral question that some align akin to murder. I personally don't think its akin to murder, but to use upon request is a thing that shouldn't be allowed.

Perhaps a concession where a psychologist would meet with the potential mother and then evaluate that it would be beneficial for the mother's psychological profile to go through with it, it could be done. It's a complex issue, there could be some psychologist who become influenced politically or economically influenced to endorse it. How would you make sure a psychologist who is being honest in the evaluation and profiling made the decision?

It might just be a necessity for those states that want it (hence people voting for their individual state government).
