The Constitution simply has no provision for a State leaving the Union. It doesn't forbid it or set a legal process by which to do it.
In a democracy, a state would merely need to hold a referendum vote. If it passes by a 66% majority, boom, they're out.

I am pretty sure that if any state tries to leave the US, the federal government will beat the living crap out of it and force it to stay. Almost like an abusive husband forcing his battered wife from leaving him.
It really seems to me like individual states have no sovereignty. They don't have self-determination. The will of the people doesn't exist.
