I tried to figure out what could be changed without changing the U.S constitution... Yet the only way, IMHO, is to link the "right to bear arms" with "well regulated militia"...

The Constitution was written to keep the government limited. The 2A is to keep the government from arming itself, and making it illegal for citizens to arm themselves. It's not to limit people, it's to limit the government, not to allow them into our property and control our lives.

The Bill of Rights is Rights of the people. You can't have my gun, even if I'm not in a militia. That would make it a limit on the people, which is not the intention of the Constitution or the Bill of Rights.
