schools can get an overhaul just dont expect it to put as big of a dent in the stats as you might want. most of the gap comes from lack of education in the home pre-kindergarten through elementary school. the greatest factor of success we have is # of books read to a child. my wife works in low income and donates books home to parents, they collect dust while the iPad never leaves the charger unless for a car ride and the kid never leaves the couch.

the most effectual option wouldnt be increased teacher pay nor lower # of kids per teacher, but after school programs to substitute the lack of home education most low income kids receive. as well as more state subsidized quality child care.

I doubt this could work. If students don't want to learn at home, they probably won't want to learn in any after school programs, either.
