Who is mandating that? Our mayor and governor here in LA/CA encourage us to get outside without a mask, get sun and exercise, and just put it on if we can't avoid being within 6 feet of someone e.g. hiking a trail.
Several countries around the world, for example Spain, have a full "must wear masks anywhere outside your home, even on empty streets"-type of mask mandate.
And many U.S. states have a mandate for wearing masks in public if a distance of 6ft can't be kept, including California.

There's a difference between "masks must be worn in public, unless you can keep at least 6ft distance" and "masks must be worn in crowded public places".
