This was after 4 weeks of "in two weeks I'll have a completely new healthcare plan" who knew that it would involve using an EO to add something that already exists after spending nearly 4 years trying to get rid of it.

Also, just for the record: back when Trump and the GOP were trying to get rid of preexisting condition protections, we were not in the middle of a pandemic. Is it really that embarrassing when literally the worst public health crisis in a century is making policy-makers realize that they were wrong?

Romney was fiscally to the right of Trump, far to the right of Democrats, and significantly to the right of even the Republican base, let alone the electorate at-large. It is ridiculous to assume that he would have governed as "liberally" as POTUS as he did while he was the governor of deep-blue Massachusetts.
