Exceptionally low bar unfortunately. We've had Bush, who will almost certainly fall in the bottom third of presidents, Trump, who will be lucky if he doesn't end up dead last, and Obama, who was a milk toast middle 50th percentile.
If he pushes for filibuster reform that'll be incredibly significant, and if he then uses that to push through meaningful legislation that'll cement him at the top.
Time will tell.
Al Franken penned an op-ed last month calling for reform without eliminating it, and tbh it seems fair. It used to be (prior to 1975) that the minority had to constantly have the votes to maintain a filibuster on the strength of numbers currently present in the chamber, and they changed it to requiring enough votes to end it on the number of members in the body, present or not.
