They can't have reasonably restrained him if he was able to pull his gun or toy around with a camera or whatever. And the scene had been going on for far too long at that point, considering it was 6v1.
Short of bashing someone in the head until they're dead, restraining people doesn't really remove the threat when they have a weapon. Its not like they're fitting him into a strait jacket, they managed to bring him to the ground and stop him from moving but he could still use his arms within the bounds of his own person.
The kinds of restraints that police can use to actually fully disarm and hold someone so they can't pose any threat even if armed, are the same kinds of restraints that kill people easily
And police tried to develop some types of restraints that could mostly immobilize someone and stop them moving (if not hold their arms), without being lethal- and they sent Derek Chauvin to prison for 30 years for using it on George Floyd
