How the fuck can they claim that the increased case numbers are due to increased testing when the positive test rate stands at a staggering 19.8% in some states like Florida, at least twice the WHO guideline for sufficient testing?

Increased testing while the infection rates are steady would lead to a decreasing positive test rate. If that explanatiion were true, the positive rate should be in the 0.1-3% range seen across the rest of the industrialized world, not 10++%...
