Your right, The United States has not ratified the two Geneva Convention Protocols of 1977, which deal specifically with the protection of Victims of Non-International and International Armed Conflicts (API), therefore the bombing of civilian cities according to the US, is not a problem. The rest of the world sees a problem with it though.
These protocols often fall short of being relevant in pretty much every conflict ever. It's like a pipe dream document.
Easy to sit there and vote for "save the innocents", but when push comes to shove, and you have to decide between 13 innocents on your enemy side dying vs 3 innocents in your side dying, humans show their true nature.
Also these protocols fall short when you have to fight against someone who completely disregards them in the first place, and actually use these rules of engagement in order to maximize their war efforts in killing as many of you as possible.
But i do wish everyone could follow rules written in a document. It's just simply not how it has ever worked so far.
