It's a cynical attempt at blunting the impact of one of Trump's best issues with low info voters. Harris is trying to become "unburdened" by the track record of the Biden/Harris administration.

Trump wants same debate rules agreed upon months ago. Harris says no I cannot speak for 1-2 mins uninterrupted. Even Biden was able to do that (not well, but he did it).
