I don't think there is any question about Blake's character. Clearly a villain. The question is, did the officers handle the situation correctly? Given how many there were, I'd have to say no. Now, will there be legal ramifications? Probably not. However, I'd definitely fire the officer who used his gun. Getting that close to him if he's a lethal threat is incredibly foolish and shows a tremendous lack of judgment. The other officers should probably be placed on leave and retrained for being incompetent.

Its clear enough he had the knife in his hands while walking to the vehicle and dropped it when shot.
Hence the cops saying 'drop the knife' at the end, but grappling with him before that. They wouldn't try to physically restrain him by hand if he was wielding the knife openly
