In one of the videos in that thread, you hear the deputy director of the Federal Protective Service state that it wasn't a "custodial arrest", when Supreme Court precedent (particularly Ybarra v Illinois and Dunaway v New York) specifically holds that such detentions are, in fact, arrests. And yet they released the man, because they had no probable cause to detain him in the first place.
