By saying "you aren't being exploited", you're effectively saying "you won't work". But this was a part time gig they willingly did to earn extra money. Restaurants get fewer orders, and some will close. Uber will lay off workers. Who "wins" in this scenario? The lottery winners who collect $17 / hour while their coworkers are all laid off?
Uber has a failing business model and they are currently exploiting workers to the tits.
