You can't sue, but withdrawing from a treaty generally indemnifies the other party to any obligations it held as well.

You need to prove the reason Russian invaded Ukraine was because Nato broke their promise.

Not sure what you are saying. So if two countries are in opposition, then their leaders (or maybe delegates) can break promises as much as they want?
