A pregnancy is nonviable if it cannot possibly result in a liveborn baby.

Post-birth child abortion is when a child is killed after being born.

Which is what VA Gov. Ralph Northam (D) expresses his support for, by allowing the "discussion" wether to kill the baby or not, after its born.

He was specifically talking about children born with defects so severe they cannot survive on their own. As an example, think of a baby born with undeveloped lungs which is attached to a machine to do the breathing for it. There is no chance the baby will ever be able to get off of the machine, and even under optimal medical treatment its life expectancy would be less than 3 years - a lifespan spent with constant pain and suffering. Those are the cases we're talking here, not babies with some mild form of Down's syndrome or anything like that.
