You commit an arson in Minneapolis, police arrest you, book you, you get a court date. You skip it entirely. Charges magically go away and you never hear about it again. No extra effort and danger for serving high risk warrants for the police, courts get to enact their policy objectives, bureaucrats and politicians get to claim reduced crime rates.
I wonder how well known this is among the criminal underclass, its already been apparent in these cases for years and no doubt they brag to each other about it
