Procuring enough doses to vaccinate its own population as soon as humanly possible was THE single most important task the EU had in all of this pandemic - and they fucked it up beyond imagination. Even the liberal and usually europhilic New York Times drily commented on the pace of the EU's vaccination campaign:

tldr: the EU is having the slowest vaccination campaign of the rich world, and it's a fucking embarrassment.
