Crossfire Hurricane(the name of the Russia investigation) started months before there was a FISA opened on Carter Page. It started because of George Papadopoulos telling the Australian ambassador that Russia had emails from Hillary. This caused the FBI to investigate multiple individuals to figure out who received that information from Russia. Steele's intelligence reports had nothing to do with the start of the investigation.
Carter Page had already been investigated by the FBI years before because of contact with Russian intelligence, and I'm pretty sure he was still under investigation by the NY FBI office for those contacts when the FISA was approved.
The FISA review process that took place after Horowitz's report found similar errors in many applications, which tells us there's something systemically wrong with the process. All of these facts I've laid out contradict the notion that the FBI was out to get Trump.
You know what's sad? These facts won't change your mind at all on this issue. Not because they are inaccurate, but because you didn't use reason and evidence to come to the positions you hold, so reason and evidence won't lead you out of them.
Color me shocked. Once again key points cast to the curb as "errors".

The decision to seek to use this highly intrusive
invest igative technique was known and approved at
multiple levels of the Department, including by then
DAG Yates for the initial FISA application and first
renewal, and by t hen Acting Attorney General Boente
and then DAG Rosenstein for the second and third
renewals, respectively. However, as we explain later,
the Crossfire Hurricane team failed to inform
Department officials of significant information that was
available to the team at the time that the FISA
applications were drafted and fi led. Much of that
informat ion was inconsistent with, or undercut, the
assertions contained in the FISA applications that were
used to support probable cause and, in some instances,
resulted in inaccurate information being included in the
applications. While we do not speculate whether
Department officials would have authorized the FBI to
seek to use FISA authority had they been made aware
of all releva nt information, it was clearly the
responsibility of Crossfire Hurricane team members to
advise them of such critical information so that they
could make a fu lly informed decision
Furthermore.

We determined that the Crossfire Hurricane
team's receipt of Steele's election reporting on
September 19, 2016 played a central and essential role
in the FBI's and Department's decision to seek the FISA
order.
There are just a few points that completely destroy the validity of this investigation subsequently, at least to the level of intrusiveness it was conducted. But once again you'll hand wave them as routine errors.
