How was Trump "bogged down" by the investigation anyone's fault besides his own? If he turned off the TV and let his lawyers do their jobs, he wouldn't have even noticed. I mean the guy didn't even sit down for an interview with Mueller lmao. If you want to call the investigation political, you have to blame Trump first.
That's an intentionally simplistic, tone-deaf way of looking at it. Politics is a constant battle over public opinion, a president's power hinges, in no small part, on his approval rating and the amount and intensity of the support (or opposition) he gets from the populace.
When news cycle after news cycles is filled for 3 straight years with stories about how the president colluded with Russia and only got elected because Russia meddled with the election on his behalf, this will of course undermine his support, and thus his power and political wiggle room. The Russia investigation contributed significantly to the erosion of support for Trump among the middle of the electorate, and to a hardening of the opposition to him among those who were already inclined to dislike him.
A president with a "strongly approve/somehwat approve/unsure/somewhat disapprove/strongly disapprove" rating of, say, 38/10/4/20/28 is in a very different spot than one with 36/6/3/12/43, even though that's only a subtle movement in the topline approve/disapprove numbers.
On a more tongue-in-cheek note: over the last three weeks, we saw what happens when Trump sits back and lets his lawyers do their job. Not exactly a success story.
