NATO was formed as a military alliance to counter the USSR. The USSR collapsed and broke apart in the 90's. The independence of Ukraine was negotiated based on NATO not expanding to Russia's bordering nations. NATO now extends to nearly all of Russia's bordering nations. Russia join NATO? NATO exists, at this point in time, specifically to keep Russia from becoming an Economic Superpower. Not only is it stupid to think Russia would ever WANT to join NATO, it's stupid for NATO to exist at all were Russia to do so.
Russia has singed multiple treaties in which they explicitly pledge to respect Ukraine's sovereignty and territorial integrity, among them the Budapest Memorandum of 1994 in which Ukraine gave up its nukes and handed them over to Russia in exchange for security guarantees.
In the NATO-Russia Founding Act of 1997, both sides affirmed their commitment to respecting the territorial integrity, sovereignty and independence of
all countries, including their right to choose the means for defending their security as they see fit.
And it's not like NATO forced all these Eastern European countries to join them, it were Russia's neighbors who couldn't join NATO fast enough. They clearly saw NATO membership as their only chance at holding off Russian revanchism.
