Countries where the case numbers are exploding, like China a month ago, South Korea, Iran, Italy. I dont think it's justified (yet!) in countries like the U.S., France, Germany or Japan.

conspiracy theory:

They already have a vaccine. It's being given only to the important people (politicians, billionaires, Kardashians, doctors, George RR Martin, etc). The reason they lie and say it won't be available for awhile is because they don't want chaos to erupt if it were to become available but only in limited quantities. If the public knew it existed now, they would be calling for it to be released now, and they government can't get enough doses distributed to meet the demand yet. There would be lines around the block at every Rite-Aid. People who don't get theirs would cause a bigger ruckus than when Popeye's ran out of spicy chicken sandwiches.

The riots that could potentially happen if people find out that a local hospital only has 1,000 doses of the vaccine pose a greater financial threat than the virus itself. And of course, the financial effect is what the people in power really care about. They want to stretch out public expectation so that they can release it after the distribution infrastructure is in place to distribute the vaccine in a controlled, cost-effective manner. By giving a timeline like 12-18 months, the public is getting a message of "hold your horses". In reality, they are prioritizing it and getting it out as fast as they can afford to.

So 16 millions Italians are quarantined in the north (and famous; Milan, Venice...) which is the richest part of Italy, with good healthcare.
If the south of Italy get hits we can expect more dramas.

The way your coloured-vegetable president dealt with Sars-Cov-2 ("ItWillBeGoneInAprilWithTheHeat.mp4") could cost him his already-very-weak re-election.

the problem is not with closing off travel early, it's the lack of preparation during the month that followed, and the bad communication Trump has done on this virus.
