So have the cities decided that it's not cost-effective to screen/train cops to prevent ones like this from getting in this position?

Maybe it's cheaper to just let the bad ones fuck up and them throw them to the wolves when they get caught. Quick murder charges on these guys help sell the narrative that the department is 'taking the issue seriously' as opposed to the past criticisms of sweeping it under the rug.

They don't seem to have much incentive to prevent this type of incident from happening.

There's no reason to think they're seeking out new victims and pose a particular danger to society, or any more of a flight risk than the average accused, presumably have no serious criminal record or history of bail jumping and probably have ties to the community.

This is a really dumb take. We are all a mirror of our society to some degree, but cops are primarily a mirror of the system they work in. The system is the problem, not the communities. They are trained to view civilian life as expendible and to think that no matter what happens they're going to get off. Beat the shit out of him and put him in prison until his facial swelling went down to take a picture to book him. You know what happened when he lawyered up? They transferred the police to a different department and hid the body cam footage. To actually get the police responsible would have cost hundreds of thousands of dollars in legal fees.
