Maybe I'm being naïve, but is there an example in recent history of the US exchanging a prisoner for some infamous arms dealer(or equivalent)? Does Russia just look at this guy as an employee of their security services or what?
it's a perfect optics win for Russia. they get to exchange a worthless WNBA player for an infamous, albeit useless to the arms trade, criminal. the right winged media will have a field day and make him out to be a bond villain that we just released for nothing in return. they'll mock the WNBA, people will write follow up articles about how mocking the WNBA is sexist and "shows their true colors" and the comments section will even call them racists who value a white man over a black lesbian.
in the long run it's a chaotic mess that in reality doesnt matter and wont cost them anything but a plane ticket.

His guns and gangsters are still on Chicago streets and streets around the world there is absolutely nothing good about him being moved. This was a terrible decision on the Biden administration but like you said it will be their greatest achievement.
and if he was behind bars they'd still be there. a zero is neither a negative nor positive number. he's a zero. releasing him has no real world effect on the future.
