it sure is. it creates incentives to lock away as many people as possible for as long as possible.
i mean, do you really think the US has the highest prison population (both absolute numbers as well as percentage of the population) in the world simply because americans are that much more criminal by nature than everybody else? nah, it's the capitalist incentives created through privatisation that created a system hungry to lock away record amounts of people. it made a few people (corrupt politicians, CEOs...) incredibly rich, but the cost (economic and social) for the country is astronomical. yay, late stage capitalism!
