Perfect, If there are only a few situations where someone actually needed, I see no reason people should be allowed to carry one outside of hunting and recreational use, then we can also avoid the incidents that warranted unnecessary discharge because they were allowed to carry one and didn't have an emotional check to actually control themselves when using it.
I would also argue that gun laws have clearly worked pretty well in other first world countries. Now obviously the USA is a different animal due to the number of firearms per capita so that does naturally require some creative thinking. To say its an insurmountable task, I don't think so, but it would require an immense amount of time, 10s maybe a hundred years.
