That's exactly what it means, they just added extra steps to assuage liberals and survive court challenges by making it less explicit.

School choice guts public education and segregates school along economic lines, which in America means racial lines. And that's if the people crafting the policy are completely non-racist. Given that we know they aren't, especially at the state and local level, to think that vouchers don't lead to de facto segregation is childish.

Therefore, sir, you need to look deep and think about what racism actually is, not just what a Forbes article tells you about the segregated south. The thing is that politicians don’t want to give this a chance. They would rather funnel money into public education in exchange for support by the unions. It has become a big circle jerk instead of something that may actually benefit the students it was built for.
