Right, but above ground maglev trains that already exist are infeasible in many of the places hyperloop is being proposed. good luck getting tens of thousands of land owners to sign off on that. that's the entire purpose of the concept, dig in a place the land owners wishes dont factor into. otherwise it's just a maglev train with added pressure concerns. hell it could even be adjusted to be a nonpressurized concept in the subterranean area.
as to the tunnels they allow people to stay in their cars from home to work in areas where they either need to wait in traffic for an insane long time or ride public transport into city center from the edge of town. chicago is a great example there, many suburban commuters drive from home to a subway, then subway to town, then uber to work. to avoid traffic.

If you remove the vacuum it stops being a hyperloop. Then it just becomes a train in an above-ground encasing, at which point you drop the encasing because it's pointless, and you're left with regular train. If you put it underground it's just a subway.
The hyperloop requires miles and miles of vacuum tunnel, any single point of failure results in total inoperability and potential catastrophic failure. Tack on that the fact that it would require weeks to pump out every time there's any level of failure, and the fact that you have to also install life-support systems because the humans inside still need oxygen in the event of a stall, and the fact that anybody can approach with a gun and just shoot it to cause an immediate failure, and etc. etc. etc. When you take out all the stupid shit, it just becomes a train. Hyperloop is a train but insanely more dangerous and expensive.
As for the underground tunnels, what we got from that promise was a system where you go down, get in an uber, and ride to your destination about a mile away. It's literally just a worse tram system. The idea of building tunnels to drive your car through isn't in itself his worst idea, but he's promising to build the tunnels with a 90% improvement on cost and then put self driving cars through them and blah blah blah. When an easier solution is just to put a tram and improve public transportation.
