Yes they wont get all of them but they can arrest etc. people caught with guns that aren't part of the "system" or give them a ticket etc.
as a gun owner I woulnd't mind paying some small insurance fee to make sure others were responsible owners etc.
I am aware that it has some flaws.. so does shooting fucking grade school kids
