Therefore the fact that America does it so well, while being held account by their populace and the world, to my mind, equates to America being number #1 At Misinformation And Propaganda.
You only have to look at the Cuban Missile Crisis and Ukraine to see how good America is at this.

Russia tells its people black is white and white is black and they just have to accept it. China is the same as Russia in this regard but better(worse) at it [ they do it more ]. I am surprised North Korea is not on the list.
The EU is an amalgamation of countries which dont always agree with each other. Therefore you get mixed views and therefore its not a good example.
India, Africa & Middle East I simply dont know
UK+Aus and NZ, similar to EU its hard to group countries together, but yes these 3 are close. They have selective Misinformation And Propaganda (as does every country).
I never mention Israel either, too many people triggered when having conversations about this country. I would not call Israel middle east, i would call it Israel (they are after all surrounded on all sides by enemies, its like grouping America with China or Russia with England, i.e. not compatible to be grouped together).

I cannot say for Russia because I haven't been there or worked there.
I am a Singaporean who has been working in Hong Kong and China for the past 11 years. Before Xi Jinping , the current sitting President taking over the reins, everything was reasonably fine. I am not saying that now it isn't , however there is a sudden rise of Chinese nationalism, however that is just a small loud minority.
Everyone uses VPN in China, as much as it is being banned in some ways or other, the educated class in Guangzhou Area, Shanghai Area and Beijing gets news from everywhere in the world, they are quite up to date.

Even in China when I was there, we are free to talk about Geo Politics and local politics with no problems at all. They don't stop you from talking about it, but if your speech or your post is stepping on their toes and considered a threat to their existence, they will step in.
And no , they don't put you to jail for it. You get warned, you are only apprehended if after countless of warnings and fines and you still do not stop.

To say that China is similar to Russia is quite far fetch. Russia is Putin. China is not Xi Jinping. China is the Ruling Party.

In regards to USA, they are extremely good at using the compassion and emotions of their citizens to sway them towards their ideologue and as we have seen for the past 10 to 15 years, it is extremely sad that it have became like that.

I would say, it was easier to do business before Xi took over. Actually a lot party members do not really want a sitting President to be able to sit at that position for life. That being said , there is just too much corruption by some party members, so he is being task to eradicate it and for that to happen he needs to sit at that position for a while.

And one very important thing that I find it amusing, the Chinese Officials are very afraid of their citizens. The central party members actually use social media a lot. so if an official or party member in a province or city did something wrong and there is video evidence and complains and being posted online.
The central disciplinary committee will investigate straightaway.

US = best subtle propaganda
China = best censorship
Russia = most on the nose propaganda

The Chinese government can try. But in our day and age unless you block off the entire internet , it is really difficult to censor.
Even in Russia now, citizens are getting all sorts of information from overseas..can't censor anymore.
