People who are actually breaking laws. Trudeau used the law he didn't break it. Maybe he bent it a little. He isn't capable of breaking it though. Such a move as invoking the emergency act requires continuous support from parliament. Breaking the law would be keeping the emergency act in place in defiance of parliament. That didn't happen.

I think Tistuff is saying that on a moral level, Trudeau is a terrorist. He's not saying that he's a terrorist on a technical, legal level.
